Doctor of Philosophy in Public Administration and Governance


Program Description

The PhD in Public Administration and Governance has 36 units of coursework and twelve(12) units of dissertation.


Program Objectives

Graduates of the Doctor of Philosophy in Public Administration and Governance are expected to demonstrate the following within three (3) to five (5) years after graduation:

  • KNOWLEDGE, SKILLS & VALUES : Demonstrated highly advanced systematic knowledge and skills in highly specialized and/or complex interdisciplinary or multidisciplinary fields of learning, acquired as a doctoral or post-doctoral graduate of business administration, management, and other related fields, with at least ten (10) years of relevant work experience.
  • APPLICATION : Application of a significant level of expertise-based autonomy and accountability to a more complex setting that demands professional leadership for innovation, research, and/or development management with strategic value added in a highly specialized or interdisciplinary, or multi-disciplinary field.
  • DEGREE OF INDEPENDENCE : Full independence in individual work or in teams of interdisciplinary or multidisciplinary settings in the utilization of complex research/ creative work and/or professional practice and/or the advancement of learning.

Program Outcomes

At the end of the program, graduates of the Doctor of Philosophy in Public Administration (Ph.D.-PAG) should be able to:

    • Demonstrate a thorough understanding of complex government operations, plan through strategic thinking, and align decision-making to strategy to sustain or improve organizational growth.

    • Practice exemplary leadership and accountability.
  • Information & Communications Technology
    • Demonstrate an expert ability to resolve complex business challenges using technology-enabled channels and tools.
  • Ethics, Integrity & Accountability
    • Evaluate and assess the ethical obligations and responsibilities of the business to establish accountability, responsible management, and administration.

Comprehensive Exam / Terminal Paper

Major requirements and student output are the following:

  • Passing the comprehensive examination;
  • Publicly defended dissertation
  • Publication in an internationally/nationally indexed journal.
